City of the Great Machine is a strategic game set in a dystopian world of technocratic Victorian steampunk. The game revolves around a monumental clash between the Great Machine—an advanced artificial intelligence network—and a coalition of Heroes determined to overthrow it. The Great Machine can either be controlled by a player or operated autonomously, offering a dynamic gameplay experience that varies with each session.
The Great Machine rules over a City built on mobile platforms in the sky. As the Great Machine, the player (or game AI) commands a legion of perfected Servants and mechanical Guards, with the ultimate goal of quelling social unrest and executing a grand Master Plan to "perfect" humanity.
Standing against the Great Machine are the Heroes, who must collaborate to spark a revolution. Their mission is to sow discontent within the City, rally influential citizens, and incite riots. The Heroes must work together to thwart the Great Machine’s Master Plan, as its success would mean the enslavement of humanity.
